Historical data show that the Presidium decree of the Supreme Soviet of the UkrSSR dated December 22, 1973, No. 2314-8 "On the Formation of Districts in Some Cities of the UkrSSR" divided Sumy into 2 districts.
In accordance with the order of the head of the Department of Justice of Sumy Regional Executive Committee dated February 18, 1974, No. 19 Sumy people's court was liquidated on 20 February 1974. And on its basis, the people's court of Kovpakivskyi district, which is the successor of the Sumy City Court, and the people's court of Zarichnyi district of Sumy city were created.
Based on the results of the election on February 17, 1974, Kharchenko Ivan Ivanovych, Mysnyk Oleksandr Ivanovych, Nakonechna Halyna Semenivna were elected as judges.
By the decision of the Executive Committee of the Zarichnyi District Council of Workers' Deputies of February 18, 1974, Kharchenko Ivan Ivanovych was appointed the head of the court and headed it till November 1989.
By order No. 1 of February 19, 1974, the staff of the people's court was determined:
According to the Constitution of the USSR and the Supreme Soviet of the USSR, the Constitution of the UkrSSR and the Supreme Soviet of the UkrSSR the administration of justice in criminal, civil and administrative cases is part of the activities of the people's court.
In its activities, the court from 1974 to 1988 subordinated to the justice department of the executive committee of the Sumy Regional Council of Workers' Deputies (since October 1977 - Sumy Regional Council of People's Deputies).
In addition to the administration of justice in cases, the sphere of activity of the people's court included:
- preventing crime in the area, reception of citizens;
- monitoring training and political-educational work of the court employees;
- maintenance and control of the work of officers of justice in the execution of judicial decisions and sentences.
The structure and staff number of court administration approved by the head of the Department of justice of Regional Executive Committee.
According to the Law of the UkrSSR "On the Judicial System of the UkrSSR" from June 5, 1981 organizational leadership of the district people's courts was carried out by departments of justice of Executive Committee of Regional Soviet of people's deputies. On the basis of this Court's name was changed to Zarichnyi District People's Court of Sumy City.
In accordance with the Decree of the Central Committee of the Communist Party of Ukraine and the Council of Ministers of the USSR dated September 13, 1988, No. 272 "On the Scheme of Management of the National Economy of Sumy region" and the decision of the Sumy Regional Council of people's deputies dated November 9, 1988 "On the Unification of the Departments of Justice and the Headquarters of the Regional Executive Committee into the Department of Justice of Regional Executive Committee" the departments of justice and the headquarters of the regional executive committee were united into the Department of justice of regional Executive Committee.
According to the order of the representative of the President of Ukraine in the Sumy region "On the Structure of the Regional State Administration" dated May 18, 1992, No. 44, on the basis of the "Regulations on Local State Administration", the administration of justice was included into the regional state administration on the principle of double submission.
In accordance with the law of Ukraine "On amendments to the law of the UkrSSR" On the Judiciary of the UkrSSR "of February 24, 1994, No. 4017 - XII, published in Vidomosti of Verkhovna Rada of Ukraine dated June 28, 1994. Art. 204, the name "people's courts" was changed to the name "district, local courts", as a result of which the name Zarichnyi District People's Court of Sumy City changed to Zarichnyi District Court of Sumy City.
According to the decree of the President of Ukraine “On the Department of Justice of Ministry of Justice of Ukraine” of May 18, 1994 No.236/94 and orders of the Representative of the President of Ukraine of May 30, 1994, No.172 from paragraph 2 of order of the Representative of the President of Ukraine “On Structure of Regional Public Administration” of May 18, 1992 No.44 the Department of Justice, which was subjected to Regional Public Administration under the principle of dual subordination, was excluded.
Under the law of Ukraine “On Court Organization” of February 7, 2002 No.3018-III art.125, Presidential Decree of Ukraine from August 29, 2002 No. 780/2002 “On State Judicial Administration of Ukraine” rearrangement in judicial system was held and State Judicial Administration of Ukraine and its territorial administration in regions were established.
From April 1990 to May 1993 the Court was headed by Honcharov Mykola Vasylyovych.
From June 1993 to July 2000 Kotenko Lyubov Oleksiivna has been working as the Head of the Court.
From 2000 Bondar Serhii Oleksandrovych was appointed to the position, which he headed until May 2007.
In 2005 for the Court separate premises were allocated on Akademichna, 13 street. Zarichnyi District Court occupies the third, the fourth and the fifth floor, and Sumy District Court occupies the first and the second floor.
By decision of the Council of Judges of Ukraine No. 52 dated 31.05.2007, Hanna Valeriivna Shelehova was appointed to the position of head of the court.
According to the protocol of the meeting of judges No. 7 dated 31.03.2023, judge Iryna Valentynivna Klimashevska was elected to the post of court president for a term of 3 years from April 14, 2023 (by secret ballot, in accordance with Part 3 of Article 20 of the Law of Ukraine "On the Judicial System and status of judges" No. 1402-VIII dated June 2, 2016).
There were 14 posts of judges in staffing chart of Zarichnyi District Court till September 1, 2017. From September 1, 2017 under the State Judicial Administration of Ukraine of August 8, 2017 No.843 “On Determining the Number of Judges in Kyiv Local General Courts and Kyiv Appeal Court” the number of judges was increased by 1 position.
That is, at present in the Court must work 15 judges in accordance with staffing chart, but actually there are 10 of them. There are 2 administrative capacities: the Head of the Court and the Deputy Head of the Court.

At present by Act of Ukraine “On Court Organization and Status of Judges” Zarichnyi District Court in Sumy is local court of general jurisdiction, which specialized in proceedings in civil, criminal, administrative cases and also cases of administrative offences.
Moreover a specialization in Zarichnyi District Court in Sumy was introduced on grounds of Regulation on an automated database of court’s documents of July 1, 2015, that passed by decision of Judicial Council of Ukraine of November 26, 2010 No.30, and Principles related to the use the automated database of court’s documents, that passed by decision of judges’ assembly of Zarichnyi District Court in Sumy of June 26, 2015, in connection with which the following were formed:
